PIP and PRC are within a 10 to 15 minutes walk from Den Haag Centraal train station or from Den Haag HS (Holland Spoor) train station. Beachclub WHOOSAH can be reached from both stations by a tram ride of 30 minutes and a 10 minute walk. If you want to use public transport in the Netherlands, you will have to buy a prepaid card called OV-chipkaart. You can buy this at least at all major train stations. It costs about € 8,- and you need to add at least € 20,- on it in order to travel by train and € 4,- on it in order to travel by bus or tram. Every night, at least several night trains travel hourly from Rotterdam via Den Haag Hollands Spoor, Leiden, Schiphol Airport, Amsterdam Centraal to Utrecht Centraal, but also more night trains might be available. Plan your journey beforehand as there might be exceptions because of Pentecost.

Officially you are allowed to drink in public in the Netherlands, but you are not allowed to participate in traffic (even as a pedestrian) when drunk. Usually pedestrians and cyclists are never checked for drinking, but driving a car is a bad idea to start with and risky to get fined or worse. Some major cities, such as The Hague, have specific places where it is NOT allowed to drink in public. This is mainly the city centre, as there are also lots of government buildings and many tourists, but this is not well indicated where this area is exactly. When in doubt ask tourist information or a police officer before starting to binge.
